Wholesale cards are a VTM Network perk.
Every VTM machine plugs into the VTM Network, and wholesale access to sealed Pokémon booster packs is one of the perks that comes with it. Lower product costs mean every machine you run earns more. It is reserved for operators running VTM machines.
A card machine is a purchase. Wholesale access is an advantage.
Keeping a card machine full is the hard part. On the VTM Network you get a steady supply of sealed packs at prices built for resale, so your machines stay stocked and keep selling.
